Too often, people in Wales experience their rights as aspirations rather than as real legal protections. Welsh Government commitments to uphold key sets of rights have not been translated into the legal frameworks and the accountability mechanisms needed to make these rights meaningful in people’s everyday lives.
In line with recommendations from the UN, Senedd committees and independent legal experts, a new Human Rights Act will fully incorporate key international treaties into Welsh law, including:
- The UN Convention on the Rights of Disabled People (UNCRDP)
- The UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW)
- The International Covenant on Economic, Cultural and Social Rights (ICECSR)
- The UN Convention on the Elimination of Racial Discrimination (CERD)
- The UN Convention on the Rights of the Child (UNCRC)
We will ensure that public services in Wales are delivered through a robust rights-based approach, and that disabled people, women, racialised communities, children and young people, and people with lived experience of poverty and asylum play a central role in designing, implementing and monitoring public policy.
