Alongside developing the Welsh language through our education system, we will protect and promote it as a living, everyday language, strengthening its foundations in communities across Wales.
Acting on the recommendations of the Commission for Welsh-speaking Communities, we will:
- Legislate for new protections for areas of higher linguistic density, working with local authorities to determine how and where these areas should be designated.
- Introduce a tailored package of economic development measures that builds on Arfor and recognises the intrinsic link between language, culture and the economy, within the framework of a new National Development Agency for Wales.
- Respond to the Commission’s second report and its recommendations on areas with medium and lower densities of Welsh speakers by the end of 2026, setting out a clear plan that brings together actions on all of the Commission’s recommendations.
We will ensure that the planning system better safeguards Welsh language and culture, working with local authorities to implement the Commission’s recommendations on town and country planning. We will also legislate to protect Welsh place-names.
For Welsh to flourish, it must be actively used across all aspects of life – at home, in the workplace and in the community.
We will continue Welsh Government support for activities that promote the Welsh language and its use, investing further to expand digital Welsh-language resources and the use of Welsh in digital spaces, create new opportunities for children and young people to access Welsh-medium activities beyond the classroom, and promote the use of Welsh in workplaces.
