Restoring GP and social care services
The chronic neglect of primary and social care on Labour’s watch has created a vicious circle of ever-escalating demands and costs for NHS frontline services. Meanwhile, access to GP appointments is fast becoming a scarce luxury across Wales, and thousands of patients are stranded in hospital beds due to a lack of capacity in community care.
Action in the first 100 days:
- Convene a summit of all health board chief executives to develop a roadmap for a sustainable shift of NHS resources towards primary care
- Secure agreement with the health boards that the proportion of their budgets devoted to primary care will increase by 0.5% each year from 2027/28
- Commission research on reforming the formula for distributing GP funding
- Open recruitment for a pan-Wales director for out of hospital care arrangements
- Instruct Llais to appoint a ‘Social Care Champion’ who will have regular quarterly meetings with the Cabinet Secretary for Health
