Knowing that the current system is long overdue for reform, we will work to make Council Tax fairer. We will also examine how Land Transaction Tax can be reformed to better support first-time buyers.
We will reform and rebalance business rates so that high street businesses in hospitality, leisure and retail, on which thriving town centres depend, are better supported.
We will ensure that best use is made of existing tax powers, while pressing the UK Government to devolve powers to introduce a Vacant Land Tax and to set made-in-Wales income tax bands.
