Plaid Cymru believes that Wales should set high standards for the treatment of all animals. Building on the high level of animal welfare standards already in place in Wales, we will:
- Develop a renewed and science-led Animal Health and Welfare Plan, addressing the welfare of both companion animals and farm animals.
- Introduce a new regulatory framework for animal welfare establishments – ensuring consistent, enforceable standards across Wales to safeguard animal welfare and promote responsible practice.
- Promote responsible pet ownership and breeding, examining stronger penalties for irresponsible ownership, dog control notices, evidence-based enforcement powers, and a dog registration or licensing scheme.
- Introduce a new legal right for renters to request a pet, with landlords unable to refuse unreasonably.
A Plaid Cymru government will also support the development of an independent Veterinary School in Aberystwyth – to support the training, recruitment and retention of vets in Wales, promoting delivery through the medium of Welsh.
