So what is a motion?

🗳️ What is a Policy Motion?

A motion is basically a proposal. It’s an idea or suggestion put forward by a group within the party (like a local Constituency or the Senedd group) for the Party to discuss and potentially adopt as official policy.

Think of it like saying:

“We believe Plaid Cymru should support free public transport for young people. Let’s vote on it.”

If the motion is passed (ie voted for by the majority at Conference), it becomes part of the Party’s official stance or policy.


✍️ What is an Amendment?

An amendment is a change or tweak to a motion. It’s proposed by someone who wants to adjust the wording, add something, or remove something.

For example:

Original motion: “Plaid Cymru supports free public transport for young people under 25.”

Amendment: “Change ‘under 25’ to ‘under 30’.”

Amendments are debated and voted on before the main motion is voted on. If an amendment is accepted, it becomes part of the motion.


🧭 How It All Works at Conference

  1. Groups submit motions ahead of time
  2. The Conference Steering Committee reviews them, combines similar ones, and decides which go on the agenda
  3. Other groups can then submit amendments to those motions
  4. At Conference:
    • Motions and amendments are debated
    • People speak for or against them
    • Then they are voted on by all members present
  5. If a motion (with or without amendments) is passed, it becomes official party policy
