DARC radar in Pembrokeshire

Conference notes:

  1. the Ministry of Defence's intention to construct a 27-dish US Space Force DARC radar array proposed in Cawdor Barracks, Brawdy, Pembrokeshire;
  2. that PARC (Pembrokeshire Against the Radar Campaign) successfully defeated a similar proposed radar array on the Dewisland peninsula, with the help of Plaid Cymru, which organised a 2,000-strong march to St Davids Airfield in 1990;
  3. the new organisation PARC against DARC organised significant protests at the MoD’s public engagement events in both Solva and St Davids, and an online petition over 16,000 signatories, which has resulted in widespread media coverage;
  4. the vast majority of nations voting in the United Nations General Assembly have indicated an overwhelming preference against the US’s continuing and explicitly stated drive to dominate space, which is embedded in the DARC proposal.

Conference believes:

  1. that DARC, which enables surveillance and targeting of enemy states’ satellites, is part of the US Space Force's program to dominate space;
  2. that as a key proposed element of the AUKUS military alliance pact between the UK Government, the US and Australia, that building DARC on Welsh soil would tie Wales into US foreign policy which would fundamentally undermine the future legal, strategic and diplomatic viability of the Welsh independence;
  3. that the unprecedented visual impact of 27 radar dishes, in close visual range of Pembrokeshire Coast National Park, would result in long-term impacts to the tourism sector of the St Davids and Solva area;
  4. that the UK Ministry of Defence has failed to answer key concerns related to the radiofrequency radiation impact of the radar array, on residents in spite of a significant body of evidence of potential risk.

Conference resolves:

  1. to take action to oppose the authorisation and construction of the DARC radar in Pembrokeshire
